Lost and found: A man who paid for his dinner in cash left his jacket behind and was upset that a city restaurant had turned it over to police before he could reclaim it, Tuesday. Police said employees found a gun in the pocket of the forgotten jacket and immediately called police to take possession of it. When the man and his wife contacted the restaurant a few minutes later they were even more upset when they found out they couldn’t get the gun back. They were even more upset when they appeared at the Municipal Court entrance to the City Building and were told they’d have to walk around the corner to the police station entrance on Third Street.

Dispute: A Lincoln Avenue resident wanted police to tell her estranged live-in boyfriend he had to stay in the basement while she was at work, Monday. She told police they’re breaking up but he’s still on the lease and she didn’t want him upstairs while she was gone, but they told her no one can order him to stay in the basement while she’s not there. He told them he’d been downstairs and day “but (she) continues to come downstairs to argue with him.”

Feuding family: A city resident claimed her stepdaughter was violating a protection order at Murphy Park, Monday. She told police nothing had happened, but she didn’t want her at the park. Police said the younger woman was “sitting a distance away” from the caller and told them she was there to watch her child’s practice and said she hadn’t had contact with anyone listed on the protection order. Police had her move to the other end of the park, which she did, and advised her to follow up with the court “regarding how she will be able to attend practices and sporting events” involving her child.

Expensive night out: A Lincoln Avenue resident reported her credit card was stolen from her wallet when she was at a bar on Maryland Avenue, Monday. She said the thief used the card at Wal-Mart, Kroger and Maryland Market, spending more than $1,000 of her money. The thief also withdrew $350 from an ATM, she said.

Hands off: A Maryland Avenue told police she and her boyfriend were arguing, and he choked her, Tuesday. She said she was giving him a ride to his father’s residence downtown when the fight started and he got out of the car. She got out and followed him and claims he “used two hands to choke her,” but police did not observe any injuries on her. She didn’t want to pursue charges, though she is interested in obtaining a restraining order.

Bad driving: A man driving a silver Cadillac struck the Beatty Park sign, Monday. The caller said the man got out to look at the damage, then got back in his car and left.

Drug charges: Two men were caught inside an abandoned residence in the 200 block of Logan Avenue, and one of them ended up in police custody after police allegedly found drugs and drug paraphernalia in his bag, Sunday. Richard Johnson, 20, no fixed address, was booked into the Jefferson County jail on charges of possession of a Schedule II controlled substance, methamphetamine, and possession of drug paraphernalia, police said. Officers reported finding several bank cards in Johnson’s backpack that didn’t belong to him, but he told them he dumpster dives and had found the cards. Johnson’s companion had previously been warned to stay away from the residence, police said.

Closed: A man was trying to get inside a business in the 700 block of Market Street, Saturday. Police told him he’s only allowed on the property on weekdays during business hours and if he’s caught there after hours or on weekends he’ll be charged with trespassing.

Bickering: A woman in the 400 block of South Fourth Street said a man was causing a disturbance outside her home and wouldn’t leave, Tuesday. The man was on the sidewalk when police pulled up and said the two of them had been arguing. Police said the woman would not speak with them, saying only that she wanted the man to leave the area.

Walked out: Kroger employees told police a man walked out of the store with a cooler and several bags filled with merchandise he didn’t pay for, Tuesday. The man was sitting outside the store and as police approached, they said they “immediately detected a very strong odor of an alcoholic beverage” emitting from him. Police allege he had the bags and the cooler filled with food items with him and that he admitted he didn’t have a receipt for them. Donald Adams, 68, 815 N. Sixth St., Apt. 6161, Steubenville, was charged with petty theft and, due to his alleged intoxication, was kept at the jail on an eight-hour intoxication hold, police said.

Drunk and disorderly: A city resident was taken into custody after she allegedly showed up at a family member’s home “intoxicated and (refused) to leave,” Sunday. Police said Shekira I. Brandon, 28, no fixed address, was charged with disorderly conduct/public intoxication. Police said she was “observed to be very intoxicated and openly admitted to being intoxicated,” but refused to leave the property until she sobered up. Officers offered her rides to where she’s been staying but said she “continued arguing with (them).”

Rude: A caller reported a woman “walking up and down the street, screaming” just after midnight on Spring Avenue, Monday. Police didn’t find anyone screaming until about 15 minutes later when a caller reported two people arguing in the street. Police told the female “to stop yelling and causing a disturbance,” but the male had already left.

Problem neighbor: A Buena Vista Boulevard resident complained of a neighbor harassing her family, Sunday. She told police the woman is requesting welfare checks on her adult daughter and said her adult daughter is fine and the woman “is doing (it) to harass her.” It’s an ongoing dispute, officers said.

Ex distressed: Police said a disturbance reported in the 100 block of Greenwich Avenue involved a male allegedly harassing his soon-to-be ex-wife, Tuesday.

Charged: A city resident ended up in custody after she was caught in a Sheffield Avenue residence after being banned from the property, Tuesday. Police said Bobbi Moran, 30, no fixed address, was charged with burglary. A family member said he was in his house when he heard someone upstairs, so he grabbed a flashlight and his handgun to investigate and found Moran laying on a sofa upstairs. He told police he wanted to pursue charges.

Upheaval: A city resident told police she was arguing with her teenage son when he started breaking items in the house and took a swing at her husband, Tuesday. She said he fled the house.

Big boom: A man driving a construction vehicle with a large boom extending behind it said he was traveling down University Boulevard and did a U-turn to re-enter the bridge construction, Tuesday. He said when he turned the boom struck the side of another vehicle, denting it. Damage was minor and there were no injuries, police said.

Round 3: A Park Street resident told police he left a ring at his estranged wife’s residence and now she won’t give it back and said he’s also being harassed by a man, Monday. Police told him the ring is a civil issue, while the harassment report will be forwarded to the prosecutor for review.

Bucket list: A Highland Avenue resident reported an equipment operator working on a neighboring property struck her home with a lift truck and bucket, Friday. Police said her siding showed “obvious damage” and when they spoke with the work crew, were advised they would fix the damage.

Pointed: A woman in the 2300 block of Chestnut Street told police a woman pointed a gun at her then hid in tall bushes behind her house, Tuesday. Police said they checked the area but there was no one to be found.

Theft: Someone stole a government-issued smart phone from a porch in the 100 block of Cunningham Lane, Tuesday. The recipient said the phone was delivered but when he went to retrieve his package, it had been opened and the phone was gone.

Cleanup detail: Ammunition was spilled in the vicinity of John Scott Highway at U.S. Route 22, police said. Police recovered numerous .22 LR rounds scattered in the roadway, but said it “appeared to be old and damaged.” Police said in total, 47 rounds were collected from the roadway and disposed of.

Checked out: Police followed up on reports of possible drug activity taking place in the Community Garden in the 500 block of Dock Street, Monday. They said they spoke with two men who were there but did not observe any drug activity.

Drugs: Steubenville firefighters/EMS administered a “small dose” of Narcan to a woman in the 300 block of South Fourth Street who was overdosing, Saturday.

Downed: JMHA employee told police a few trees fell in the back parking lot of a property in the 1100 block of Lincoln Avenue, Saturday. The employee said they’d already contacted a tree service, but police suggested speaking with whoever owns the trees that are falling on the site.

No excuses: A woman in the 1000 block of Adams Street told police she and her live-in boyfriend were in a physical altercation, Sunday. She said the two of them were arguing when he struck her in the face. Police said the right side of her face was red, but she didn’t want to pursue charges.

Too loud: A woman involved in a disturbance in the 700 block of Market Street told police she and a male had been arguing but it never became physical, Sunday. Police said they didn’t see anything to indicate it had become violent.

Arrested: Ciera S. Boyd, 36, 1223 Oregon Ave., Steubenville, misdemeanor theft, Sunday. Walgreen’s employees reported a woman had fled the store without paying for cleaning supplies. An officer reported seeing Boyd in the parking lot carrying a shopping basket filled with cleaning supplies that she put down when she saw him. She was detained and employees identified her as the woman who’d left the store without paying for her merchandise. Boyd was taken into custody again Tuesday on a bench warrant, police said.

Joy ride: A gray Mitsubishi with Pennsylvania plates was abandoned near a dumpster in the 100 block of McFeely Avenue, Sunday. Police said the vehicle had been reported stolen in Pittsburgh.

Robbed: A former Shirley Circle resident discovered her kitchen table and other items had been stolen from the property, Monday.

Shed shopping: A Lincoln Avenue resident told police someone broke out a window and stole a circular saw, a cordless drill, two 18-volt batteries, a 35-volt battery and a charger, Friday. Police said the thief might have used a drill to gain access to the building.

Had to move: Two men were reportedly “being loud and causing a disturbance” in the 600 block of Market Street, Sunday. They told police they were just “sitting on the porch, listening to music.” Police told them they couldn’t stay where they were so they moved on.

False alarm: Someone claimed a Ross Street resident damaged the interior of his apartment, but when police checked on him there was nothing wrong, Saturday.

Drugs: Steubenville firefighters/EMS administered a “small dose” of Narcan to a woman in the 300 block of South Fourth Street who was overdosing, Saturday.

Jumped: A North Fourth Street resident told police a man he’d let use his phone was slow to return it and they argued, then as he was walking in the 100 block of North Fourth Street the man jumped him, Friday. He said the man tackled him to the ground then stole $73 from his pocket. Police said he had no visible injuries but complained his collarbone was sore. He said he wants his money back.

Stolen: A city resident reported the theft of his catalytic converters, Friday. He told police the man had threatened to attack him during an investigation involving the male and Ohio State Highway Patrol.

Missing: A Shirley Circle resident reported several items missing from her home when she returned after several days away from home, Monday. She said there was no sign of a forced entry.

Booked: Dakota M. Egnew, 26, no fixed address, criminal trespass and contempt of court, Monday; Ryan F. Gooch, 32, no fixed address, bench warrant for failure to appear for arraignment, misdemeanor theft and criminal trespassing, Monday. Police said Kroger employees allege Gooch left the store without paying for merchandise he hadn’t paid for.

Cited: Chelsea Spencer, 31, 242 Highland Hills Drive, Steubenville, assured clear distance ahead following a two-car accident Monday in the 600 block of Brady Avenue. Police said Spencer told them she was northbound on Brady Avenue when she tried to brake but hit the accelerator instead, rear-ending a vehicle in front of her. The other driver alleges he saw her car “approaching his vehicle at a high rate of speed” before the collision and said he suffered whiplash from the crash but denied medical attention. His car was smashed but drivable, they said.
